ELPC and Earthjustice sue USDA over REAP anti-solar policy

The Environmental Law & Policy Center (ELPC) and Earthjustice filed a lawsuit against the U.S. Department of Agriculture (USDA) on behalf of farmers, solar developers and installers, grant writers and related organizations, alleging USDA unlawfully imposed anti-solar eligibility criteria on the Rural Energy for America Program (REAP) and abruptly and retroactively changed the program rules. The lawsuit asks the court to invalidate USDA's new anti-solar policy and to order USDA to process REAP applications under the rules that were in place when USDA received them.
