Overview
Beleximgarant is a Belarusian state-owned insurance company established in 1997 to support the insurance of export-related risks. It was initially created under the name Belgorodzneshstrakh and was later renamed Beleximgarant after being subordinated directly to the Council of Ministers of Belarus in 2001. The company operates within a highly state-directed insurance system and has historically served Belarusian exporters, state enterprises, banks, and other organizations involved in international trade. The company's central role is export insurance with state support. A 2006 presidential decree granted Beleximgarant the exclusive right to insure exports benefiting from state support, giving it a legally protected position in a specialized segment of the Belarusian insurance market. Its activities have included coverage connected with export loans and other risks arising from the sale of Belarusian goods and services abroad. In 2019, the company concluded export-risk insurance contracts with the Development Bank of the Republic of Belarus, illustrating its connection with state-backed trade and industrial-finance programs. Beleximgarant has also operated as one of Belarus's leading general insurers alongside Belgosstrakh. Belarusian rules concerning visitors entering the country have identified policies issued by Beleximgarant or Belgosstrakh as acceptable evidence of insurance for tourists. This gives the company a consumer-facing role in addition to its primary institutional and export-insurance activities. The company expanded its customer base and financial significance during the 2010s. By 2012, it reportedly served more than 8,000 enterprises and ranked among Belarus's more profitable insurers. Earlier reported figures placed it among the country's leading insurers by insurance premiums, equity, and authorized capital. Its portfolio was strongly connected to state-owned enterprises and government-supported export financing, reflecting the structure of Belarus's economy and the company's public mandate. Beleximgarant has been a member of the Prague Club of the Berne Union since 2002, linking it to an international network concerned with export credit and investment insurance. Its external financial assessment also reflected the wider risks affecting Belarus's economy and public-sector institutions: Fitch Ratings moved the company's rating outlook to negative in 2020. The company remains active as a state-owned Belarusian insurer. Valery Yermoshka became general director in January 2024, succeeding Hennadz Mitskevich, who had led the company since 2009.
History
Beleximgarant was established by the Government of Belarus in 1997 under the name Belgorodzneshstrakh. The enterprise was created to provide insurance connected with Belarusian exports and to support the country's external trade. On 7 August 1997, the Belarusian government approved its creation through Resolution No. 1036. On 23 May 2001, Resolution No. 752 of the Council of Ministers placed the company under the Council's direct subordination and renamed it Beleximgarant. In 2002, the insurer joined the Prague Club of the Berne Union, an international grouping associated with export credit and investment insurers. This membership reflected the company's specialization in export-risk coverage and its relationship with state-backed trade finance. A major institutional change came on 25 August 2006, when Presidential Decree No. 534 granted Beleximgarant the exclusive right to insure exports supported by the Belarusian state. The decree gave the company a legally protected position in a strategically important but narrowly defined insurance segment. Its role was closely tied to Belarusian public-sector enterprises, export-credit arrangements, and government economic policy. Reported operating data from the late 2000s and early 2010s showed the importance of export-related business to the insurer. In 2010, Beleximgarant reportedly insured 57 percent of export loans and ranked sixth among Belarusian insurers by premiums. State-owned enterprises represented the large majority of the insurance coverage reported for that period. By the beginning of 2011, it ranked second in Belarus by equity and authorized capital. In 2012, the company reportedly provided services to more than 8,000 enterprises and ranked fourth by profitability among Belarusian insurance companies. The company's 2013 figures illustrated the scale of its operations, although the available published figures are presented in historical Belarusian rubles and are not directly comparable across later currency and economic conditions. Payments to insured parties were reported at 13 percent of contributions, while export insurance accounted for approximately one-fifth of contributions. In 2014, the company's authorized capital was reported at a substantially higher historical-ruble amount following Belarusian monetary changes and recapitalization disclosures. Beleximgarant continued to operate as part of the Belarusian state insurance system. It also participated in services relevant to visitors entering Belarus: under Belarusian requirements, tourists have been expected to hold a valid insurance policy issued by Beleximgarant or Belgosstrakh. This requirement has made the company visible to individual travelers even though its strategic importance lies in institutional and export insurance. In 2019, Beleximgarant entered into export-risk insurance contracts with the Development Bank of the Republic of Belarus. The arrangement demonstrated its continuing integration with public export-finance mechanisms. In 2020, Fitch Ratings moved the company's rating outlook to negative. The change occurred amid a difficult macroeconomic and sovereign-risk environment, although the cited reference does not provide a detailed explanation of the rating action. Leadership has changed only a few times in the company's documented history. Vyacheslav Balibok served as director from 1998 until 2009, followed by Hennadz Mitskevich from 2009 until 2024. Valery Yermoshka became general director on 5 January 2024. Beleximgarant remains an active, fully government-owned Belarusian insurer whose distinctive market role is based on export insurance with state support.
