Loan-book and related-party lending controversy
After VTB took control, it reported extensive bad debt and alleged that large loans had been issued to companies connected with former chairman Andrey Borodin. Media reports estimated related-company lending at approximately 217 billion rubles, while VTB later reported 380 billion rubles in bad debt. The Deposit Insurance Agency provided a 295 billion ruble loan to address the resulting financial shortfall. Borodin rejected or disputed aspects of the allegations and was later granted political asylum in the United Kingdom.
