1991
Foreign Debt Service Fund scandal
During Poland's early post-communist transition, the Foreign Debt Service Fund became the subject of investigations into foreign-exchange operations and alleged financial irregularities. A Supreme Audit Office inspection in 1991–1992 examined transactions conducted through Bank Handlowy, including its Luxembourg branch, and reported irregularities with estimated economic losses described as extremely large. The controversy involved the fund, officials and other institutions in addition to Bank Handlowy.
