24 Choice Lanes Partners sues Tennessee DOT over withheld I-24 toll lane bid records

    Lawsuit filed

24 Choice Lanes Partners, a consortium of Acciona, ACS Infrastructure and Meridiam, lost the bid in August 2026 for the 50-year I-24 Southeast Choice Lanes toll project in Tennessee. On Monday, the consortium filed a lawsuit in the Chancery Court for Davidson County, accusing the Tennessee Department of Transportation of violating the state's public records act by withholding documents related to the bidding process after the consortium made two separate records requests. The complaint seeks a court order compelling expedited production of the documents and a declaration that TDOT violated the Tennessee Public Records Act. TDOT and Ferrovial, whose consortium won the project, did not respond to requests for comment.
