Conduct during the Tiananmen crackdown
The 28th Army was involved in the 1989 martial-law operation in Beijing but did not comply with orders to enter the city and attack protesters. Its refusal and subsequent withdrawal led to disciplinary action, command changes and a six-month reorganization.
